Is Rosslare Europort- Ennsicorthy blocked from this?

Reason I am asking is the updated notice says

Due to flooding near Rosslare Strand, the following travel arrangements currently apply:



07.05hrs Rosslare Europort to Waterford: will be a bus transfer from Rosslare Europort to Wellingtonbridge and train from Wellingtonbridge to Waterford.

17.34hrs Waterford to Rosslare Europort: will be a train service from Waterford to Wellintonbridge only, with bus transfers from Wellingtonbridge to Rosslare Europort.

18.55hrs Rosslare Europort to Enniscorthy will be a bus transfer.

The train comes from Limerick Junction so it can't get to Rosslare to get to Enniscorthy, due engineering works in Dublin there is a train to run the return service from Enniscorthy
