I'll bet most regular travellers who have heard of the Leap 90 discount wouldn't know that such exclusions would apply from the posters and try explaining the logic of it to tourists.
The exclusions on Irish Rail to Irish Rail and LUAS to LUAS journeys apply because there are already fares set for every station pairing.

For example if you take a DART from Howth to Connolly and then a suburban train to Ashtown. There is already a discounted fare set for Howth to Ashtown.

LUAS has zonal fares which cover a trip from Brides Glen to Saggart and Irish Rail a fares matrix which covers every station pairing.
