Legally there are "authorised officers" (from section 22A of the Transport Act, 1950), who are allowed to issue fixed payment notices for fare evasion, and "authorised persons" (from item 1 of the schedule to the CIÉ byelaws (Confirmation) Order 1984), who are allowed to issue fare tickets. A person can presumably be both an authorised officer and an authorised person. All gardaí are automatically "authorised officers".
