Only in Ireland would they shut down the primary transport link between the two halves of the capital city's rail network for 2 months with hardly a whimper from anyone. Well perhaps you can tell us when IS a good time to do this work?

There is never a good time to carry out major engineering works that requires extended closures.

Someone will always be put out.

Incidentally several of Munich's tramlines are currently closed in the city centre for three months due to major engineering works.
