its trying to cover too many bases - Athlone and Carlow are not in the Dublin region, sure people do commute from them but there's only a handful of actual commuter trains. Also there's not much point including a tiny portion of the Luas network.
actually just found
this discussion from when they originally introduced this design - I stand by my comment then of "its a rubbish map" and they've made it worse as they've crammed more info in.
This was my suggested alternative at the time.
