Default [07/02/11] Northern Line 15 min delays AM

The 07.15 Drogheda-Bray service developed a fault prior to departure. Left about 15 mins late. Driver made no announcements from Skerries to Lansdowne Road - not sure about before that. CTC made 0 announcements at Skerries.
By the time he resumed the service, there were already 1 more Northern line suburban trains sitting behind this one. Plus another one 5 minutes behind that.
And just like last time, instead of offloading passengers for suburban stations en-route to Connolly at Skerries, and running it non stop to try and make up some time, for some reason they kept to the original stopping pattern, with stops at Rush and Lusk, Donabate, Malahide, Portmarnock, Clongriffin, and Howth Junction. The train was completely full by Rush and Lusk, leaving passengers behind there. It just led to completely un-neccessary confusion at all the stations in between, as passengers ran up and down the platform trying to push on. Any ideas why common sense did not prevail, or I am missing something?
Also large crowds on the southbound DART platforms on the Northside when we went by...
Carbon copy of the issue on 20/01/11....
