Can anyone tell me where this is in the process at the moment? When should construction start and what would be the estimated time for completion?

railway order was applied for to an bord planeala on 16th June 2008..still hasn't been granted as far as i know! here's the link to the documents included in the railway order http://www.rpa.ie/luas/railway_orders/line_a1 (from www.rpa.ie)

That's not quite right. The RPA submitted the railway order application in December of last year. The railway order was granted on 16th June 2008 and became enforceable on 11 August.
Therefore there is nothing stopping them building it now. |

Chris is fully correct, the RPA have the right to build.
Understand contracts to be signed shortly, if not already for a start shortly. Since this is a infrastructure related matter and op's question has been answered, thread closed
