Well there is works further south as well. The situation would get really messy if you adjust intermediate times. One week there could be a bunch of restrictions in Kildare are, next week Thurles area. You cant change a schedule weekly.

Other routes can claw back most of the time lost when they cross trains on single routes as the trains crossing will have a few extra minutes on the schedule to facilitate the crossing.

Will this help the OTP stats yes however considering 10 minutes after scheduled arrival is on time not sure it will have a major impact overall other than save customer service responding to delay complaints.
