Again, early days, but from their website there are a few clues.

within a document called A New Deal for the West there is general endorsement of public transport and for it to be developed.

within that is a commitment to agree a timetable for the completion of the WRC

but i cant find anything rail related, apart from a promise to not privatise anything.
